Hey there! I commented on a similar thread with this issue.
The perk is supposed to read 225% (There is a tool tip error). If you use her, you still get the 225%.
Seems to be that Fiona's crit rating Commander Perk is reacting the same. Says 45 total crit rating, only gives 15 (support slot bonus) even as primary hero.
Thanks for letting me know. I have some testing being run to verify this.
