[2018] Why are balloons in the High Explosive game mode?

In the squads mode there is no reason for balloons to be a thing. Why can you just hover in the sky like a helicopter while being near unkillable. Keep them in the 50s mode, but for squads this needs to be removed to make the game mode actually enjoyable.
