You have to register a new account and then link your PSN to it. The process is not intuitive, but it is there.
Please do not create a new account. Instead, use your existing PSN/XBL Id to login. When you go to the Twitch redemption page, you will see different buttons to select your platform.
Cant get the skin.

Click authorize, and then it says it cant retrieve the offers.
Have the twitch emotes. No skins.
