[2020] Operation modes: Matchmaking issues and missing Tech.

Description We’re investigating a couple of issues with the Operation game modes. This includes reports of:

• Players unable to start matchmaking for Operation game modes.

• Previously unlocked Tech is missing and not available in Operation game modes.
