[2019] Epic employee saying new mobile update is optional. They didn’t announce this so go and update boys!!!!!!! Should fix lag and hitches

Side note - for crash fixes like this we make them optional for a while as they get propagated to all territories / regions and only require updating after we verify with telemetry that it actually addresses the issue. Should be forced soon if not already.

Follow-up. It should be forced as of ~9:50 EDT.
