[2021] Vendor Rifts temporarily disabled.

Update Though said to have been re-enabled at the release of v17.20, there was a slight delay in re-enabling Rifts obtained from vendors. Vendor Rifts are now re-enabled.

Description Due to an issue, Rifts obtained from vendors have been temporarily disabled.
