[2019] Remove blue flash effect when getting shot

It's hard to tell where I'm getting shot from when blue flashes is all I can see. This didn't use to be a thing so I assume it's a bug.

Please remove it because my aim isn't good and this is only making it worse. I keep dying because of this.
