[2021] Make players who just left reportable for at least 5-10mins

I'm sure we can all agree that both sides have alts ruining the game for everyone along with annoying griefers and TKs in-game. One of the biggest reasons why a lot of players get away with it is because they simply leave instantly making players unable to ban the person. This defeats the whole purpose of reporting them because they can simply leave after the damage and get away with it because we can't report them. We need at least a timer where when players log-off we can still report them for at least 5-10 mins (5-10mins that way we have time to discuss whether he/she deserves a report). That way they can't get away with it and see a ban screen instead of causing more damage by the time they come back.
