Okay, so I'm fairly certain this happened during the patch that introduced gliding in Central Tyria (so let me know if someone already pointed this out), but I know there's a general dislike for the Black Citadel among the community, so I don't know how many people have noticed it.
Because it's amazing.
Remember all those places on the map that you couldn't access? Like, the Great Imperial Smelter or the Haunted Nolani?
Well, obviously, gliding has made it easier to get to those locations without having to break out of the map, but ANet did one better.
Those areas were broken, not intended for player access, and most of the textures weren't actually tangible.
They tore down walls, giving us access to places we could only look at before.
And, there's more!
For one thing, the smelter is painful!
But also, there were a lot of surfaces that were incredibly unpolished. For instance, the smaller tanks were un-climbable because they were basically just big blocks of invisible walls. There is a wall in the Bane with a mural on it, and it used to be basically the same way.
Well, check these out! So many things have been modified in the Black Citadel, and it makes the whole thing feel so much more worthwhile.
TLDR: The Black Citadel got a facelift.
