I can explain this in more detail to help clarify what it means and why it works this way:: Essentially every skill in the game has a weapon strength value that's used in the damage calculation. For most skills, it's pretty straightforward: Rifle skills use rifle weapon strength, for example. However, for some profession skills (like certain f1-f5 skills) they would just use the weapon strength of whatever weapon was equipped at the time. If you had a staff equipped, your profession skill would use staff weapon strength, but if you had an axe equipped it would use the axe weapon strength, which is lower. We made the change so that these cases would use a consistent value for weapon strength instead of dealing a different amount of damage depending on your equipped weapon.

Yep! It should respect the level and rarity of the weapon you're wielding.
