The Istan Cache that contains the 250 Kralkatite Ore is still available! It's one of the options in the final reward for the Living Season 4 Reward Track. The 12 Kralkatite Ore is available at another tier in the reward track, as a separate reward, and you should be able to get both by completing the reward track.
