Can you please try the following steps to see if they help resolve the issue:

1. Verify your game files to check for any corrupted files. To do this:
  1. Right-click the game in your library
  2. Go to 'Properties'
  3. Go to the local files tab
  4. Click 'Verify integrity of game files...'
2. Install the game to another hard drive / SSD drive.

3. Free up some disc space on your hard drive.

4. Try running Steam as an administrator:
  1. Navigate to your Steam install folder (Default: C:\Program Files (x86)\Steam).
  2. Right click the Steam executable.
  3. Follow the above steps to set it to Run as Administrator
  4. Restart Steam.
5. Try running the game as an administrator:
  1. Right-click the game in your Steam Library.
  2. Go to Properties then the 'Installed Files' tab.
  3. Click 'Browse'
  4. Locate the game executable (the application).
  5. Right-click it and go to Properties.
  6. Click the Compatibility tab.
  7. Check the Run this program as an administrator box.
6. Make sure the following files are added to any and all Anti-virus, Windows Defender, Malware, Firewall, etc programs:
  • HLL.exe - Steam\steamapps\common\Hell Let Loose
  • HLL_BugReportUploader.exe - Steam\steamapps\common\Hell Let Loose
  • HLL-Win64-Shipping.exe - Steam\steamapps\common\Hell Let Loose\HLL\Binaries\Win64
  • EasyAntiCheat.exe - Program Files (x86)\EasyAntiCheat
  • EasyAntiCheat_Setup.exe - Program Files (x86)\Steam\steamapps\common\Hell Let Loose\EasyAntiCheat
  • Launch_HLL.exe - Program Files (x86)\Steam\steamapps\common\Hell Let Loose
To do this on Windows Defender, please press the Windows key + I to open your Windows Settings. Then:
  1. Go to 'Privacy & Security' and select 'Windows Security'
  2. In Windows Security, click on 'Virus & Threat Protection'
  3. Under 'Virus & Threat Protection Settings' click on 'Manage Settings' under 'Virus & Threat Protection'
  4. Scroll down to the 'Exclusions' section and click on 'Add or remove exclusions'
  5. Click on 'Add an exclusion' and choose the type of exclusion you want to add (File, Folder, File Type, or Process)
  6. Choose 'File' and then 'Browse' and select the file you want to exclude
  7. Add the above files suggested and then confirm your selection - these will now be added to your Exceptions
• Please note: if you are using a third-party anti-virus software, the steps for this will be different and we would recommend referring to your manufacturer's instructions on how to add exceptions.

7. Try to disable the AV programs if none of the above helps just to test the install/game launch.
