[2021] Rtx 3080 ti low fps

I just downloaded HLL and i was getting shamefully low fps ( im talking 30-40fps) Rtx 3080ti R7 1700 16gb ram And its on ssd I tried bumping up the power usage to max, lowering settings from max to lowest and nothing hepls…. Anyone have an idea what is wrong? I should note that this low low fps is only on two new maps(stalingrad and kusk) other maps have low fps(for this gpu) too but its 60-80
