Let's try to check your game installation to make sure that there are no corrupted files causing the problem. To do this:
  1. Right-click the game in your library
  2. Go to 'Properties'
  3. Go to the local files tab
  4. Click 'Verify integrity of game files...'
If the issue continues, so we can ensure you have the best connection, can you please follow the steps in this article[team17.helpshift.com], and reach out to your Internet Service Provider (ISP) to open your NAT?

If you are still experiencing connection issues after performing the steps in the article provided above and opening your NAT, can you please tell us the following information:
  1. What country are you currently living in?
  2. Steam Download Region (Steam Settings, Downloads)
  3. What is your internet speed? Internet Speed Test[www.speedtest.net]
  4. Are you using a VPN?
  5. What is your NAT set to?
Can you also please send us your DxDiag information via the steps below: 
  1. Hold down the Windows Key and press R 
  2. The Run dialog should appear. Type dxdiag in the available text field. 
  3. Click OK 
  4. Click Save All Information 
  5. Set the Save as type to Text File (*.txt) 
  6. Save the file DxDiag.txt to your Desktop so it is easy to find. 
  7. Open the .txt file, copy all the contents > Paste all the contents to a free text hosting service such as https://justpaste.it/ or http://pastebin.com/
  8. Copy the link to your post and paste in your reply
