We're sorry to hear you're having this issue with crashes.
Thanks for also letting us know what you've tried already.

Do you receive any error messages at all? If so what are these exactly as shown, please?

Can you please also send us your DxDiag information via the steps below: 
  1. Hold down the Windows Key and press R 
  2. The Run dialog should appear. Type dxdiag in the available text field. 
  3. Click OK 
  4. Click Save All Information 
  5. Set the Save as type to Text File (*.txt) 
  6. Save the file DxDiag.txt to your Desktop so it is easy to find. 
  7. Open the .txt file, copy all the contents > Paste all the contents to a free text hosting service such as https://justpaste.it/ or http://pastebin.com/
  8. Copy the link to your post and paste in your reply
Once we have this information, we will do our best to further assist you in resolving this matter.

Thank you for sharing that with us!

Unfortunately, we don't see any Hell Let Loose crash information but we do see the Epic launcher crashing, so to reveal any possible issues with your Windows system, we would like to recommend that you please attempt the following actions:
  1. Open the Windows Start Menu
  2. Type “cmd”
  3. Right-click on Command Prompt > Run as administrator
  4. Type “sfc /scannow” without the quotes
  5. Press Enter
  6. If the process has revealed/resolved any issues, please attempt to run the game again
Please can you also try running the game as an administrator:
  1. Right-click the game in your Steam Library.
  2. Go to Properties then the 'Installed Files' tab.
  3. Click 'Browse'
  4. Locate the game executable (the application).
  5. Right-click it and go to Properties.
  6. Click the Compatibility tab.
  7. Check the Run this program as an administrator box.
And please try running Steam as an administrator:
  1. Navigate to your Steam install folder (Default: C:\Program Files (x86)\Steam).
  2. Right click the Steam executable.
  3. Follow the above steps to set it to Run as Administrator
  4. Restart Steam.
