There is no single player as such, yes you can play alone but that is it. If you are referring to outposts yes they have had the timer and all AI removed which was created on request from users. The idea being you can build and check out various builds etc and not be worried you will miss the jump.

Outpost is the first map.

And we never asked for what they gave.
What most asked for was NO timer.
Outposts are a different mode from the base game, where there is no timer and your buildings persist through your departures and rejoinings. It's like a little slice of zen that you can keep - spanning 1km x 1km in a variety of our biomes that have been twice hand crafted (not just slices from the main Icarus 8km x 8km map)

I hope I get the refund, as this is more and more looking like a typical Dean Hall stuff up. When does he learn to stop over hyping and over promising and just give us a game we actually can play? Possible?
Thank you for supporting us and for your feedback on this. Our team will be discussing the reception to this announcement in the coming week.
We're sorry you feel the need to refund - but we hope you get to play Icarus sometime! We are happy to have given ourselves more time knowing that this will provide players with the best experience from launch day.
