[2021] Are the minimum requirements really this high?

The Steam page reads the following:

MINIMUM:

• OS: Windows 10 (64-bit versions)

• Processor: Intel i5 8400

• Memory: 16 GB RAM

• Graphics: Nvidia GTX 1060

• DirectX: Version 11

• Network: Broadband Internet connection

• Storage: 70 GB available space

So, is this supposed to be the actual story so far or were these requirements put there as a placeholder to let players understand they shouldn't expect great performance at around, say, medium settings, if they don't have these specs? You know, as sort of a disclaimer at least while the game is still in development. I'm running a i5 6600K @ 4.2ghz and a gtx970 and I was wondering. I'm not even sure people have been given access to the game at this point but hey can't hurt asking. Thanks in advance!
