[2021] Chats delayed by 15+ minutes, making chat unusable

This isn’t related to the hotfix; chat latency is due to increased load from having many more concurrent users than we have had previously.

We’re looking into the problem and will likely be able to improve the situation without a client update, though it will take some time.
