How to preserve rune of Ascendance?

I'm just looking for some clarification, it says on the circle of fortune level 2: 45% chance for runes of ascendance to be preserved when used on an item that requires at least circle of fortune rank 1.

What does this mean, what items require circle of fortune rank 1?

Items that were found as a result of a CoF bonus have a CoF rank requirement. Any of those are eligible.
