[2023] Question about legendary potential affix tiers

How do the tiers of the affixes transfered to the legendary uniques behave?

If I transfer T5 health to my legendary unique, is it going to transfer as T5 or can it roll T1-T5?

Also, will the explicit affix ranges reroll? (I.E. a 23% T3 void res affix will maintain it's exact vale, or will it roll between 18% and 25%?).
