I've done a bit of searching but can't find anything definitive. I would like to create an application that requires reading character info, not just from my character but from anything who uses the app.
How close are we to this being available?

It's on the list but doesn't have a specific spot in the timeline yet.
Any rough estimate on when that piece will get picked up again or is it on hold until further notice?

We don't have any info on when. I expect that it will be a post-1.0 feature.
I'm interested in API access as well to possibly make a mobile app or web app with it.

When their is no official API, where did sites like maxroll.gg or lastepochtools.com get their data for characters from?
At https://www.lastepochtools.com/ladders/ you can click on character names and you can see the complete build.
At https://maxroll.gg/last-epoch/planner/ you can click "Save/Load" and then enter a account name to see all characters.
We are running a trial version of our API right now with those two sites. We will expand the functionality and access to that API as we go.
any new news about that?

So the API is available now, but as a "closed beta", e.g. with controlled access? And if so, is there any way we could request access, or is there still more time to pass until it is available for wider use?
Yea, closed beta is a good way to put it. I don't think we are accepting requests for access to it right now. I think we are still in 1.0 response mode. I'm not sure when we are going to start rolling it out wider but I would expect that to be a conversation that we have pretty soon. You could shoot support an email to let them know you're interested. I'm sorry I don't really have much in the way of specifics on it right now. We do plan to open it up more at some point though.
