[2023] Glyphs of Insight rarity?

I might be doing something completely wrong but I used over ~25 runes of research on items with >t17 and I did not receive a single one. On tooltip there is a cap of 45% chance for high affixes but if that would be true I would definitely at least get one. Anyone has better understanding or am I missing something?

Also from wording we should experiment with combinations to determine desired outcomes so it is even more surprising it is so rare. Help please
