Falcon sometimes just flies around and doesn't attack

Wondering if anyone else is noticing this. Sometimes my falcon just flies around in circles, even when there are enemies that it could attack. It's not consistent, and I'm curious if anyone else has experienced this.

to note, it has a full HP bar, and can still be used to dive bomb, falcon strike, and Aerial assault.
