Preseason PBE small detail, we're changing on hit damage from items (not champ kits) to be allowed to lifesteal. This keeps defensive build options open for on hit builds.

@Cowsep New stat filters coming next PBE, should be much faster to sort and search by stat.

@RiotMorello Good luck Ryan! One of the best OG mentors I had when I first came to Riot. You really taught me the value of a principled approach that considers the value to all players in the game.
