If you didn't read the full article - The AFK player and their premade will not get consolation LP. Definitely don't want people abusing this.

@Raptearer It's something to be careful about, but sometimes it can be a good thing if we're opening up new possibilities for the game that we like. Thresh lantern when it first released was high high ("Take the lantern!") but long term good for the game.

One of the interesting and positive side effects of the CDR to Ability Haste conversion is that URF using Ability Haste allows for way more interesting item builds. Removes the problem we have today where CDR in URF is a totally dead stat.
