Riot is saying Yuumi has a very steep mastery curve just like known difficult champions to pilot like Akali and Qiyana.
They conclude she is a difficult champion to master (for similar reasons as Singed - they are unique).

...but hasn't Riot also said that Yuumi is hard to learn because she's so unique and that succeeding with her requires special knowledge and skills that are exclusive to Yuumi.
Overall, I think these statements are pretty damn problematic in terms of logic.
It should go without saying that a good champion for new players would be an easy to learn champion where you can focus on learning fundamentals of the game instead of specific champion skills.
When Yuumi is so unique and has such a steep mastery curve, it indicates to me that it will be harder to focus on the game as a whole because you are tied up learning Yuumi's intricacies. Just like if you were playing Singed (or even Akali/Qiyana). Wouldn't someone like Garen be way more valuable for new players to learn the game?
