Per the TwinSunz podcast's excellent interview with Riot Umbrage. They don't have anything set completely in stone, including the balance patch schedule (though they are somewhat limited by how long it takes to get patches approved in every language on the App/Google Play stores), and if a meta is making a big portion of the playerbase miserable they're not going to wait a full month to fix it. So: changes Wednesday!
