Is rotation even happening now...?

With the announcement of PvP being taken out back and shot (go ahead, tell me I'm wrong), do we even think Riot will be doing a rotation this year? They're only putting out one more expansion before PvP gets scrapped, so I don't see how Riot would care about such a thing. I saw rumors about Akshan for sure going, but at this point, what even is the point...?

(EDIT) From one of the Riot team in comments: " We will rotate when we release the upcoming set in a couple months. Thereafter we will do another rotation, of some unknown size and timing, dependent on the capacity of the team. Once those two go out, we will assess what our long term strategy will be."
