Yes, the Circlet Enchant Scroll for the Upgrade Stones are on the Dimensional Merchant.
Some additions to patch notes:
Damaged Spellbooks cannot be used after the update.
Crafting Boxes that are opened after the update will have corroded materials that can still be traded to vendors for Adena.
Exalted Weapons have 10% PvE Damage, Max HP 15%, and additional stats depending on the weapon type. The weapons are already elemented.

The Forgotten Spellbook will be permanently added to the store. The Damaged Spellbooks stopped dropping in the last update.
