The letter sets were input incorrectly at the top of the table. It has now been fixed.

The drop rate has not been nerfed. Whenever a system event like Letter Collector starts, the event items drop at 100% chance from every mob when the server population is low after the servers open. It has been this way for the longest time on system events.

Letter Collector event is farming in-game completely with no L2 store component. 

Ranking system and timed hunting zones still disabled for now.

• The Aden Talisman promotion items will be available in the L2 Store for a limited time.

The link was removed as intended by Dev. It happened a week later than expected due to a localization change coming in late after the update.

Dev told us that the recipes option is intended and should have been removed on 8/7, but it did not happen until a week later after we deployed some localization changes.
