The image with the play button greyed out makes it look like you have already downloaded the program, but you would know better than I?

I know it seems simple, but have you tried restarting/relogging into Steam or your computer? Pre-load is available for everyone, not just those that have purchased Founder’s Packs.

Definitely weird, since the game and Beta should show as separate Steam apps… regardless, glad it was fixed, and thanks for the info! Might help someone else.
