[2022] Is it true closed servers will NEVER reopen?

I understand the concern, but I would like to point directly to the post made on this topic: Character Creation Limits and Additional Servers

“This character creation limit will remain in place for the foreseeable future, and we will provide an update when it is eventually removed.”

No, it is not permanent.

If you already have a character on the server, you can fill out your roster of characters. It just does not allow new players to join
