Has it been exactly 60 days? Sometimes, depending on character level they have to pend for 3-4 days before they are fully deleted (to give a grace period for any big mistakes). This is likely the case, unless your chosen name was something very common and snatched up.

Also, is your new server on the same region? Names are region-wide, so it is possible if you are on a new region that it was already in use there.
