Yes, it is correct that Europe Central will likely take the longest to come back up. However, this is due to the fact that that region by far as the largest amount of players and data to be transferred during the merges. All merges are running in parallel, but because of the volume of information that is being worked with on Europe Central it will need more time than the others before it is complete.
