[2021] Deadly Brew bug when you don't own permanent

I have a Tergrid sacrifice deck, and have noticed that [[Deadly Brew]] doesn't trigger it's "return another permanent from your graveyard to your hand"-effect, if the permanent you sacrificed was not your own.

Since this is something that occurs rather frequently in this deck, it makes the card much less viable than its description.

Am I interpreting it wrong, or is there a reason this doesn't work? There's no specific ruling listed here (https://gatherer.wizards.com/Pages/Card/Details.aspx?name=Deadly+Brew) so I'm tempted to think it's a bug.
