[2019] Are all War of the Spark packs supposed to have a PLANESWALKER?

8-card boosters from the store are not guaranteed to have a planeswalker - they're just distributed by rarity in those. The boosters used in draft and sealed each have a planeswalker, similar to printed boosters.
