Update: We believe that we have gotten all players in this state "unstuck". As part of this we needed to kick their accounts from the draft, so we are returning both the entry fee and the cards that they drafted. There are a small number of players where we need more investigation to be able to reimburse them properly; this investigation is ongoing.
Again, we apologize for this bug, and for how long it took to address. Many of us have been working almost continuously since launch to address it, because we know how frustrating this is.
