Is it normal to have 10+ minute queues for Starter Deck Duels?

I played a bit in starter deck duels, and after unlocking 2 of the starter decks I stoppped playing for a few days and ever since I came back I haven't been able to find a match, I've stayed in queue for over 10 minutes but nothing popped up, I've been able to find matches in spark rank, is this normal? This is the landing page for the event for me.
