Unfortunately not.

That has two reasons:
1) Steam Workshop does not allow mods to be distributed for server applications, only for actual games - all Eco mods are by design server-sided though. That would mean that installation of mods would only work for the bundled Eco Server in singleplayer, which forfeits the purpose. Server administrators would still have to get the files manually somewhere (and Steam has lately shut down pages that allow Workshop downloads via web) and install them manually - offering zero benefit through the workshop, making it more difficult, actually. I experienced that problem myself a few times, for example with Starbound, that suffers from the same problem, if I remember correctly.

2) Eco is offered outside of Steam on our website since before we even were on Steam - it is not in our interest to require modders to keep two places updated with their mods nor is it in our interest that our early supporters and everyone that decides to not want to use Steam being out of luck for mods.

That being said, if Steam ever decided to make the workshop fully compatible with servers additionally to games in some way, we'd likely use it.

We hence decided to implement mod.io integration into our servers that allow for easy downloading of the mods - that is pretty rudimentary still and mod.io itself is also still heavily in development, but it will get more usable over time.
