Matchmaking has been in multiplayer for some time now to help pair players against those of a similar skill-level in skirmish and captain. And we recently added a ranking system to these game modes too.

You can easily mod the game outside of Steam but I can understand why you would prefer the ease of use of the Steam workshop.

Anyway, we will be adding workshop support in the not too distant future but you will need to wait just a little longer before it is ready.
