[2022] Hatchet talent bug

I’m checking in on the intended functionality for this!

I have confirmed that Raging Torrents/Accumulated Power is working correctly, but Fortifying Strikes should only be triggered by light attacks. However, combat is fluid, so we’ve opened the discussion to look at this in general!

Thus why this opened up a discussion! We see the impact.
