Back with an update, stay tuned for more:

We have confirmed that there is a bug causing territory lifestyle buffs to not apply to characters. This includes all crafting and combat buffs.

For example, players may see incorrect HP amounts due to Hale and Hearty, or incorrect gearscore crafting ranges.

We are actively investigating and will inform you when we have an update.

The bug causing crafted items to have a lower gear score should be addressed after the update at 5am PT this morning:

Additionally, during this downtime we’ll also address the issue causing territory lifestyle buffs to not apply to characters, including all crafting and combat buffs.

No updates on compensation yet, we’ll pass on anything we hear on that topic as well.

Some foods that provide buffs are currently disabled. Be sure to check out that announcement over here.

We have re-enabled all the food tiers that were disabled from the patch here: [Downtime] April 6th, 2023 - #3 by Luxendra

It looks like these are two separate situations. The original post regarding the town buffs/food tiers issue has been confirmed to be working properly and it appears that the situation you’re encountering is a different topic. To clarify, in your case, @Placeholder123, the rarity is dependent on the number of perks you receive on your items as well as the azoth used when you crafted the item.
