I would like to make a recap of the issue to avoid any confusing situation for other players.
The NPC Knight - Regent Jin Jae apparently is not giving the quest “Wilderness Wiseman” to some players wich already completed the Monarch’s Bluffs chain quests. This quest is required to upgrade the camp into Tier 2.
Other way if you complete the quest suggested up there (Animal Instincts ) you will be upgrading your camp to T2 but it should be to T3 with that quest as this image suggests:

I can not be accurate about a posible fix at the moment even though @Drainmax has a posible solution doing the quest Animal insticts as described on the picture.
I would recommend to create a web ticket by the link posted on my last comment in order to give more visibily of this inconvenience.
I appreciate your patience and I would be updating the post as soon as I have new information.

We’re looking into this! In the meantime, try to wait a little before looting the chest. If you run into a chest with this issue, allow the notification to clear before moving on to the next.

You may need to open/close the Outfitting Station a few times as it might not have registered or this may be part of a larger issue that’ll be resolved in tonight’s patch:
