[2021] Switch zoom and z-level controls

Is there a way to switch them so I can simply zoom with the mouse wheel, and do ctrl+scroll to change z-level? Thanks.

Edit: The keybind for changing z level can't be edited. To at least make it easier I changed the toggle zoom button to shift instead of ctrl to make it more comfortable. I think that zooming is something that happens way more than changing z-level, so the controls should be the other way around by default.
