How long will osrs be down? Haven't really been up for an update before.
Normally, for game updates like today, downtime will be minimal so you should be able to hop back in after a quick reboot of the game, once the timer has reached 0.
If there's any extended downtime, we'll normally include something on the top of the newspost, on our socials and the game update status page. :)
Currently monsters can either be frozen or are immune to being frozen. This calculation happens after the magic attack is determined to hit.
This new freeze resistance chance would let monsters have a, say, 75% chance at being frozen instead of a yes/no binary.

I'm still a little confused though - Why before now was it possible to do the update with a visual pillar in the middle, but not with that same pillar being invisible?
From what I can tell that's what the new iteration is, and I'm a bit confused as to why that wasn't done initially rather than the light pillar.
Is that specifically less a technical issue and more a playability issue with invisible clickboxes?
Basically yes, it's not so much a technical issue as a usability issue at this point. Invisible clickboxes with nothing to show for them tend to be confusing because what gets opped sometimes ends up not being what you thought you clicked on. This would be particularly an issue for fairy rings because the clickzone now raises above the ground.
With the butterflies there, it's not so much a problem because there is a visual to click on. Although a visible beam/dustnado did make it even more well defined still, it's fair that it's not to everyone's taste. The current implementation hopes to resolve that.
Looks like it, bosses aren't spawning. Rip cash and points. 😢

Yes, because those spells are benefitting from the bonus damage that Ether provides to the Revenant weapons
That's a great response. However, could you make the new clickable area a flat disk the roughly the size of the ring instead of a vertical pillar?
Why not both? ;) It is currently both. That way it allows for easy clicking no matter what the tilt on your camera is.
