it basically has the same requirements you need to complete the other quests on the list. people who have barrows gloves will either basically not need to do anything, or just need to go mining, even if they totally abandoned skilling after completing their quest goals.

You're assuming that everyone who starts it will be able to complete it. The quest is a little bit more than just talking to some guy and telling him you have the requirements.
