I have been trying to contact Jagex about not being able to buy a bond. Is there really not any customer support? Even an email address? I am currently logged on but their website refuses to log me in to buy a bond.

One of the links there is My Bonds purchase keeps failing.
You'll then have to identify what payment method you're trying (and failing) to use. Most of those articles have Contact Us links which will allow you to submit a support ticket, the only ones that are because the payment method is via a third party and would likely need to be resolved by them.
