They can though the drop rate of the unique for the helmet is substantially worse in comparison to being on task (like hydras).

It will not. It will stay a hybrid helmet with its new strength bonus.
Would you consider adding basilisk tasks to (some of) the higher level slayer masters then? The task is not given to people for which the helm would be relevant currently.

They're some of the higher quest requirements for stats in game.
The Neitiznot Faceguard will be untradeable and will require 70 Defence and completion of Fremennik Isles to wear.
So you don't need the Fremennik exiles quest to wear it?
That is correct. You require the quest only to be able to get the drop yourself - the item is tradeable.
I'd rather that the Faceguard needs the Fremennik Exiles quest to be equipped.
It's BiS, at least lock wearing it behind the quest. The requirements aren't that high anyway.
EDIT: For reference, Fremmy Isles only need 20 construction and 40 agility to complete.
