If you have acquired a staff of balance, you might notice that the staff of balance does not appear to have the rune-saving effect that the staff of light has (which is created from the staff of the dead as well), as well as the special attack that both staves have.
It would be foolish of me to say that Jagex just had bad QA and forgot to implement the two features. Because, this in fact appears to be intentional as a result of misleading phrasing on their part on the "Last Man Standing Rewards Poll Blog".
In the section of the poll blog that details the staff of balance, this is stated:
The Staff of Balance will carry the same stats as both the Staff of Light and Staff of the Dead, whilst also being allowed to cast/autocast Claws of Guthix.
In comparison, this is the poll question for the staff of light, polled over a year ago in the 25th question of the Quality of Life - PvM Suggestions 2018 poll:
Should it be possible to combine a Saradomin's light and Staff of the dead to create the Staff of light? This staff would be visually different, but identical in stats and effects to the Staff of the dead, with the added benefit of being considered a Saradomin item. It would not be able to autocast Flames of Zamorak.
Notice anything different? The poll for the staff of balance only states the stats will be carried over, and failed to mention that the rune-saving effect and special attack would also be carried over like the staff of light did.
This caused the poll question itself in the Last Man Standing Rewards Poll Blog poll to be extremely misleading:
Should the LMS Reward shop offer a Guthixian Icon as described in the blog? This icon, when given to Juna, will allow the player to get it infused to the Staff of the Dead creating the Staff of Balance.
Players who voted for the staff, based purely on the question, likely expected that the staff of balance would inherit the staff of the dead's stats, rune-saving effect and special attack, much like the staff of light did. But due to poor/sneaky wording on Jagex's part, this ended up not being the case.
