Worse than a d2h? What's the point of even making it better than a r2h in the first place? Cute I suppose, but d2h is already dead content, and this is going to be worse than a d2h AND wont have a spec. The stat boost just seems superficial/unnecessary.

It's not a crazy change up, the design we got from art was really cool and felt like it could do with some stats, we have given some thoughts to opening the Foundry up to new weapon types to really change the meta up, but for now, we're playing it a little safe admittedly.

Can someone explain what this means? Is it just within the minigame, meaning the outfit will double(?) your rates in the game, or is it something else

So per piece of outfit you wear, you'll have a 20% chance to gain a little more completion from using a tool in the Foundry, that adds up until you wear all 4 pieces of the outfit which makes it 100%.
It's not as strong as doubling the amount of completion from using a tool, but hopefully enough to notice.
